The Interstellar Coordination Committee

The Interstellar Coordination Committee is one of the many Martian Senate sub-committees which form the 'meat' of Martian government. However, it has long been the most influential one, because it is the only committee on which all of the Senators with oversight responsibility for the major ministries sit. Originally intended as a place for the Senators with ministerial responsibilities to discuss matters which affected more than one ministry, since the advent of the Martian Union among the homeworlds of Q0 the ICC has changed to become a de facto executive within the Senate. For a while in the late 3190s it became traditional for the Supreme Councillor of the Martian Union to be 'invited' by the Senate to chair the committee as its President, but the rise of the Mars Colonial Growth Faction broke this strangelhold, and the Banderas Senate reforms also removed the Martian Union's control over some Senate appointments, and the ICC went back to being a purely Senatorial body. The Mizuhita administration has attempted to square this circle by getting the Supreme Councillor of the Martian Union elected to a Senate position, a novelty in Martian politics that there is still some disquiet over.

The ICC has become a de facto 'cabinet' and executive arm of government, with the President of the ICC/Supreme Councillor of the Martian Union acting as a kind of 'Martian President', even though no such position formally exists within the MAFC Constitution.
