The MSN has announced that, "after a review of policy, the current construction
of significant numbers of DDI and CLI vessels has been halted. Some incomplete
vessels will be scrapped, in particular 2DDI and 3CLI." The policy review
indicated that there are sufficient light vessels within the fleet. The surprise
scrapping of naval vessels under construction indicates that, with the return
of Senator Cornelius to the Ministry (see INN T90/91), a "big ships"
navy is back in fashion. Senator Cornelius was instrumental in rebuilding the
MSN after the Exterminator war. This step could the prelude to a return big-ship
construction, the only capital ship being completed in recent years being a
solitary CAI.

Senators, thank you for your time,
I want to talk about a Proposal that I believe we should put to the people of
our Association - to change the Association's name from Mars Association of
Free Colonies to Mars Association of Free Planets.
Senators, you are all aware of the growing surge in feeling that many people
on our associated planets are galled by the continuing reference to colonials.
It is clear to me that once a system has sufficient maturity, in the economic,
political cultural and social areas, then it cannot be regarded as colony any
more it has how to say this “grown up”. It is a fact that all such
member planets that have joined the MAFC to date are “grown up”, otherwise
they could not have joined. Also by changing the Associations name we making
a statement to humanity that we are not a colonist imperialist Power. This is
important other peoples need to know who we are and not listen to lies and propaganda.
Its also important for ourselves to be reminded of who we are in the association.
Finally the New Title is simply a more accurate refelcetion of what the association
is and want it to be.
I hope for your support in putting forward this referendum, and that you will
actively support this proposal.
